Many responsible charter vessel operators are greatly concerned over the activities of non-licensed operators whose vessels and activities present a significant hazard to the public, other mariners and the environment. Through fear of retribution or a desire to remain anonymous, many are unwilling or unable to report suspected illegal activity to the responsible government agency, Maritime New Zealand.
